TEL is administered by the Tennessee State Library and Archives , a division of the Secretary of State’s office. Funds for TEL are provided by the Institute of Museum and Library Services (IMLS), a federal grant-making agency dedicated to creating and sustaining a nation of learners by helping libraries and museums serve their communities; the State of Tennessee ; and through pledges from Tennessee Libraries.

No. If you are going through the TEL Portal to conduct a search, you will not need any passwords.
The one exception is if you have saved a PURL (persistent url) to an article you found in one of the TEL databases. If you go directly to the article through this persistent url, then you will need a password. Contact your local library or the TEL Coordinator for the password.
